BRI: A DECADE OF BLESSINGS TO UGANDA

It is now 10 years since President Xi Jinping proposed the Belt and Road Initiative (BRI). The BRI is China’s initiative aimed at improving infrastructure of developing countries globally.

Since 2013, the initiative has evolved, serving more purposes and benefits beyond just roads, railways and airports to the global south. A number of heads of state and governments will be attending the BRI forum in Beijing China to evaluate achievements over the past decade.

Here in Uganda we already counting blessings. I recently embarked on producing a documentary featuring a young Ugandan couple who met at one of the BRI projects in Uganda, Karuma Hydro Power Project.

The couples’ story caught the attention of local and international media, let me share some interesting facts with you before releasing the documentary.

Bless Ayebazibwe, green from university in 2019, applied for a job at the Karuma Hydropower Dam as a civil engineer. Little known to him, at the time, that he would secure the job, fall in love and start a family in a place he considered alien.

Along the magnificently rough falls of Karuma, lies Uganda’s largest hydroelectric generation facility. Expected to add 600 megawatts to the national grid, the Karuma Hydro Power plant will address the challenge of Uganda’s inadequate power supply and lower electricity tariffs in the country, to UGx3 ($0.0008) per unit. Uganda’s electricity generation capacity currently stands at 950MW, costing UGx645 ($0.173) per unit.

The power station which officially commenced construction in August 2013, is located along the Nile River in Kiryandongo district, about 100km downstream of Lake Kyoga and 270km from the country’s capital. The project is being undertaken by the Ministry of Energy and Mineral Development, with funding from Exim Bank.

It was initially slated for commissioning in 2018, however, this lagged due to construction and policy challenges. But not for long. The completion of the project now stands at 99.9% and four of its six turbine sets have already been launched and synchronised to the national grid.

Although the commissioning of the $1.7b hydropower dam is behind schedule, the project has hitherto transformed the lives of many young Ugandans. Sinohydro Corporation limited, a Chinese construction engineering company that was contracted to undertake the project, employs over 6,000 Ugandans in skilled and semi-skilled areas.

For a country like Uganda that grapples with high unemployment rates – currently standing at about 6% – this is a glimmer of hope. Employment opportunities, however, are just a drop in the ocean of benefits that the Kiryandondo community attributes to the project. Ten years since the construction of the project started, Karuma Town Council has also witnessed better infrastructure and the development of a vibrant town.

The first thing one notices on the way to the dam is the tarmacked highway, coupled with better housing, and developed markets that have become a symbol of unity in a town that draws in people from all walks of life. This, residents say, is a direct result of the hydropower project. A once little-known town council is now home to entire families and budding ones. One such transformed life is that of Ayebazibwe.

Ayebazibwe, armed with only his documents and hope, applied for the job. He went through a rigorous selection process and attained the position he has held for the past five years.

Born and raised in Rukungiri district, about 400 kilometres from Kampala in western Uganda, Blessing never dreamt of living so far away from home. He moved miles away from home, for an opportunity to transform his life. He was alone in a foreign land, with new languages and alien cultures.

As fate would have it, on his first day at work, he was guided to the procurement office to pick mandatory personal protective gear required for his duties. This is where he met Monica Nyamungu, a procurement officer at the plant.

Monica comes from Nebbi district in West Nile, near the border of Uganda and South Sudan. Karuma was also a new environment for her at the time of joining the project.

“I joined the project before Blessing, so I understood the challenges of being new in a foreign land. I gave him a warm welcome and tried to make him feel at home,” Monica says.

Asked if she fell in love with him at first sight, she chuckles and responds: “I fell in love with his looks.”

Like a story from a fairytale book, they fell in love. The couple has so far carried out their customary marriage and welcomed a bundle of joy, baby Ayebazibwe Austin. The love birds are also in the planning stages of their church nuptials that is slated for sometime next year. With only each other, and maybe a few friends, to rely on, the couple has found a home in Karuma town council.

From their joint savings, Bless and Monica bought a piece of land in Wakiso, in central Uganda, where they are already constructing a house in anticipation of the completion of the project that is expected to be commissioned soon.

Since its commencement, the Karuma Hydro Power dam has missed its deadlines at least three times. Therefore, news of it being commissioned soon is welcomed with excitement by the entire region. However, fears of unemployment echo in the corridors of the project camp. But, some choose to see the silver lining, of what the project has behind.

“Of course we are worried that once the project is commissioned we will not have jobs. But we believe that the experience we have gained in the past five years will be instrumental in helping us get even better jobs,” Bless says.

However, it is not only the project workers that have benefited, Sinohyro Corporation has also gone the extra mile to train unskilled locals in ventures that can prove their livelihoods as part of their corporate social responsibility.

Therefore, as the project nears its completion, it leaves behind much more than just an electricity-generating firm, but, improved lives, better infrastructure and a legacy that will live on for centuries.

Somali Ambassador to Ethiopia receives Arab league, Germany Envoys

Addis Ababa(SONNA)-Somali Ambassador to Ethiopia, Abdullahi Mohamed Warfa on Sunday received Ambassador of Arab league, Dr. Walid Hamed and Germany Ambassador to Ethiopia, Spephan Auer in Addis Ababa and discussed on ways to promote relations among those nation with our country.

The Ambassadors showed solidarity and support with the Somalia Government and its efforts on the offensive war against Al-Shabaab terrorists during their discussion at the Somali Embassy in Addis Ababa.

Mr. Abdullahi Mohamed Warfa, officially presented his credentials to the President of Ethiopia, Sahle Work Zewde about a week ago.

Somali Army, International Partners kill 20 Al-Shabaab terrorists in a joint operation

Mogadishu(SONNA)-Somali National Army’s Special Unit(Danab) backed by International Partners killed over 20 terrorist members of Al-Shabaab at Shabellow forest areas southern Mudug region under Galmudug State in the central parts of the country.

The joint forces targeted Al-Shabaab terrorists on vehicles, burnt down and destroyed all their belongings including their military consignment, food, medicine and explosive elements during the operation overnight according to a statement released the Somali Ministry of Information, Culture and Tourism on Monday morning.

The statement said that the operations’ primary objectives were to eliminate the terrorists and disable their network, saying it happened as planned and successfully.

The Somali National Army killed over 100 Al-Shabaab five days earlier in the same region while the Ministry also released another report of the military operations where 1,650 militants killed and 550 others injured in the past two months in Hirshabelle and Galmudug States in Somalia

NTI, JICA partner on school-based management committee project – DG

The National Teachers’ Institute ( NTI), Kaduna has concluded the necessary arrangements to collaborate with Japan International Cooperation Agency (JICA) on the School-Based Management Committee (SBMC) project.

The institute’s Director and Chief Executive, Prof. Musa Garba-Maitfasir, explained that the arrangements was the outcome of a recent collaborative meeting between NTI and JICA, held in Abuja.

Earlier at the meeting, Garba-Maitafsir, who had disclosed the support JICA had given the Institute, applauded the Japanese Government through JICA, Nigeria Office.

He reeled out to the JICA officials the efforts of his administration in renovating SMASE hostels at the institute for conduciveness of the participants during training.

Garba-Maitafsirr said that the SMASE project was well accepted in all states of the federation ” because of its positive impact, coupled with trained national trainers , who were trained internationally.”

He assured the Japanese that NTI was well structured and equipped with the needed facilities and resource persons for any collaborative training.

The JICA Nigeria Office Project Adviser , Madam Kona, said they were impressed with NTI for sustaining the Strengthening Mathematics and Science Education project for more than ten years , in spite of the exit of the partner.

” Therefore, as a result of NTI’s commitment, JICA wants to collaborate with NTI on School -Based Management Committee (SBMC) implementation and sustainability for quality education in Nigeria,” she said.

Also, Dr. Armiya’u Malami-Yabo, Special Assistant to the Director and Chief Executive of NTI, informed the JICA officials about the Zambian 2023 Knowledge Co-creation , KCCP training Programme.

He said that it was attended by three SMASE Trainers on ” Enhancement Training of Management in Vocational Training Institutions.”

Justifying the choice of NTI, Armaya’u-Yabo, said that the institute has made an effort in the development plan and implementation of SBMC by UNICEF in Nigeria.

It had also participated in the development of the Whole School Development Plan ( WSDP), as well as trained many teachers and education managers.

According to the report, the concern of the project, among others, is on the competency of teachers for effective teaching and learning processes.

During the discussion, Madam Mayo, the Project Consultant presented the foundational model based on the research conducted on needs assessment for the implementation of SBMC project in Nigerian schools.

The areas of focus in the project are: Leadership, Communication and Support, while it will contribute by building the capacity of Nigerian teachers through NTI on proper implementation of SBMC and its sustainability for quality education.

Meanwhile, JICA has offered NTI two slots for nominated candidates at the Institute to study for a Masters Degree in Africa Business Education, plus six months of internship.

The meeting, which was held at NTI North-Central Zonal Office , Abuja was also attended by Dr Zama Ismaila-Haliru, Konan Saori, Minami Mayu, Ja’afar Hussaini-Aliyu and Misbahu Adamu-Sani.

ICRC provides mental health psychosocial support to 10,000 persons in Borno – Official

The International Community of Red Cross(ICRC) has provided 10,000 mental health and psychosocial support services to 10,000 traumatized victims in Borno in eight years.

Ms Comfort Dauda, The ICRC Mental Health and Psychosocial Support Field Officer, made this known in Maiduguri.

She said that ICRC has been providing mental and psychosocial support for people affected by violence of armed conflict in the state, noting that they are in one of the communities to celebrate World Mental Health Day with some of their service users.

She explained that ICRC has also provided basic psychosocial support, psychological first aid, psycho-education, awareness-raising, community-based activities, counseling, group therapy, psychiatric psychological assessments and treatments to the beneficiaries.

”The beneficiaries were drawn from Maiduguri Metropolitan Council, Damboa Dikwa and Monguno and Bama.

”They were provided with 10 weeks of psycho-social support services,” she said.

The official noted that those who accessed the services included IDPs, missing persons, hospital patients suffering weapon wounds; frontline healthcare workers; and people in detention were treated in various health facilities.

“We are supporting such patients in Umaru Shehu Hospital, State Psychiatric Hospital and State Specialist Hospital and University of Maiduguri Teaching Hospitals in the state to provide such services to the victims.

“We also collaborated with the State Psychiatric Hospital to train some social workers and nurses to support people affected by violence on mental health and psychosocial support services.

”We are also collaborating with the State Ministry of Health and Women Affairs to provide psychological support services to women, girls who were sexually violent victims.

“We are currently working in three communities in the MMC including Ngaranam Bayan Quarters and Libya Bayan Texaco where over 340 people with the same symptoms go to the centers to sit down and interact for ten weeks with our mental health and psychosocial support professionals,”she said.

Speaking, Malama Batul Bulama, an IDP, said she recovered from trauma after accessing mental health and psychosocial services provided by the organisation.

Bulama said that before she was treated in one of the centres, she was depressed and had serious health complications after she and her family were displaced in their community by Boko Haram insurgents.

4 die, 3 injured in Lagos-Ibadan Expressway accident

Four persons were killed on the Lagos-Ibadan Expressway on Monday when a luxury bus rammed into a truck.

Three other persons sustained varying degrees of injuries in the accident.

Mrs Florence Okpe, Public Education Officer, Federal Road Safety Corps in Ogun, confirmed the incident in Abeokuta.

She said the truck did not stop after the bus rammed into it while negotiating a bend around “Kara’’ axis on the expressway.

Okpe said also that 21 persons, 13 men and eight women, were involved in the accident.

The corpses were deposited at a morgue in Sagamu in Ogun, while the injured were taken to a nearby hospital, she said. (NAN)(www.nannews.ng)

Pipelines rehabilitation contracts award based on industry norms – NNPC Ltd

The Nigerian National Petroleum Company Limited (NNPC Ltd) has clarified that the contracts for pipeline rehabilitation were awarded based on evaluation criteria and in accordance with industry standards.

The management of the NNPC Limited made this known in a statement on Sunday while reacting to reports in some sections of the media alleging underhand dealings in the contract award.

It said the contracts, which were advertised, were awarded based on rigorous evaluation criteria and in line with industry norms.

“The attention of the NNPC Ltd has been drawn to reports in an isolated sections of the media alleging underhand dealings in the award of contracts for the rehabilitation of pipelines across the country.

“It is crucial to provide accurate information to address any misconceptions and ensure transparency in our operations.

“We would like to state categorically that these reports are fallacious and designed to bring the good name of the Company into disrepute.

“NNPC Limited is deeply committed to adhering to the highest standards of transparency and global best practices in all our activities, and this includes our contracting process,” it said.

The NNPC Limited, while re-emphasising its commitment to transparency, said it subjected the selection process to a competitive tender guided by Bureau of Public Procurement standards, Infrastructure Concession Regulatory Commission expertise, and the active involvement of a Transaction Advisor.

It said it also had representations from NEITI and the Ministry of Justice in the project development team and the evaluation exercise.

It listed the composition of Consortium members per lot spread across Nigeria.

“LOT 1: Oilserve Ltd, Chu Kong Steel Pipe Group Company Ltd, Saudi Crown Oilserve.

“LOT 2: MacReady Oil and Gas Services, COBRA Instalicios S.A, Control Y Montajes Industriales and International De Pipelines, Iron Products Industries Ltd, Batelitwin Global Services Ltd, Bauen Empresa Constructora SAU, Sanderton Energy Ltd, The Spanish National Association of Manufacturers.

“LOT 3: A A Rano, Zakhem Construction Nigeria, Bablinks Resources Ltd, VAE Controls S.R.O and LOT 4: MRS Oil and Gas, CPPE Nigeria Ltd

“It is imperative to emphasise that these contracts are Build, Operate and Transfer agreements, and selected partners are to finance the rehabilitation and do not entail the transfer of control of these assets to any particular company,” it said.

It said its objective was to enhance the integrity and functionality of the pipelines to facilitate the efficient transportation of crude oil to refineries and the distribution of its products across the country.

According to the NNPC management, the ownership of these strategic national assets remains with NNPC Limited, and are fully committed to ensuring their continued operation in the interest of over 200 million Nigerians.

It would be recalled that some sections of the media recently alleged that NNPC Ltd had awarded juicy rehabilitation contracts of the nation’s pipelines to four oil companies, including two downstream retailers. (NAN)(www.nannews.ng)
