GIP Africa Chapter Launched at COP27

Four years after establishment, the GIP has expanded its membership that currently includes 44 signatories, most of which are large financial institutions, and over a dozen supporting organizations. Under the GIP, these member institutions, which manage over USD40tn in assets, have committed to grow their green and low-carbon investments in developing countries and emerging markets, to enhance ESG risk management, improve disclosure, and adopt innovative green finance products.

The GIP has also created three member-driven working groups that have developed a range of risk measurement and disclosure tools, showcased many innovative products, and contributed to green finance capacity building in less developed countries.

As part of the Vision 2023, the GIP intends to establish several regional offices in key emerging market regions, with an aim to engage with more financial institutions in developing countries and to catalyze green investment along Belt and Road. After the Central Asia office launched in 2021, the Africa chapter will seek to expand membership of the GIP, facilitate green investment opportunities, build capacity for local financial institutions, and convene resources to support development sustainable standards and principles for Africa.

Dr MA Jun, Co-chair of the GIP Steering Committee and Chairman of China Green Finance Committee pointed out that “after years of rapid development of the global green and sustainable finance market, the development is still very uneven across the world. The low-income regions, including those in Africa and Asia, account for large part of global population, nature resources and future growth, but have very limited access to the green and sustainable finance instruments”. Ma highlighted that the international community should assist Africa to address three important challenges: enhancing access to low-cost funding through de-risking facilities and development finance, establishing a transition finance framework, and financing biodiversity and nature-positive activities.

Sir William Russell, Co-chair of the GIP Steering Committee and former Lord Mayor of City of London, commemorated the progress the GIP has made in the past years and reiterated the importance and commitments of international cooperation on green finance. He said that the GFANZ, which was launched in 2021 during COP26, has made significant progress in scaling up commitments from financial firms for net zero targets and is now working on implementation, which should complement the work of the GIP, including in Africa.

JIN Zhongxia, Director General of International Department at the People’s Bank of China conveyed his expectation for GIP Africa office. He said “the office can provide opportunities to explore local innovative solutions in taxonomies, disclosure and transition finance. I believe the office can also help local financial institutions build in-house capacity, expand green businesses, and enhance climate resilience.”

Yaseen Anwar, Chairman of the GIP Central Asia Office and former Governor of the State Bank of Pakistan, reflected on the progress made and lessons learnt by the Central Asia Office of the GIP. He said that “the GIP is providing an important opportunity for many countries along the Belt and Road to improve access to sustainable finance at affordable costs for local green and sustainable projects, which is important for these economies to realize their own climate goals.”

Gim Huay Neo, Managing Director, Head of Centre for Nature and Climate, World Economic Forum, highlighted three imperatives that are important for the GIP Africa office to work on, including acceleration in developing green and social-inclusive infrastructure, proper green and sustainable standards and alignment of taxonomies, and conducive policy environment”.

She said that the GIP presents opportunities for Africa to realize climate transition and avoid projected emissions in the business-as-usual scenario.

Through the launch of the Africa office, they said, the GIP can bring in “new finance”, including transition finance, to support the sustainable development of Africa. The GIP Africa office, as the second regional chapter launched, will build on current experiences, collaborate with other international initiatives, and continue sharing leading practices from other GIP members.

Panelists stressed that Africa needs to massively scale up its sustainable finance market and develop transition finance to meet the climate goal, and international assistance and knowledge sharing will be critical. Al-Shabaab militants target Somalia’s telecom infrastructure

MOGADISHU, Somali militant group Al-Shabaab is targeting telecommunications infrastructure in areas where a concerted military effort is removing them from the villages, officials said.

Somalia’s biggest telecom firm Hormuud said its infrastructure in Galmuduug, Central Somalia, had been destroyed in an apparent futile bid to limit communication and coordination against the terror group.

Hormuud Telecom said the incident at Qaayib settlement on Monday was a result of a vehicle-borne improvised explosive device (VBIED) which destroyed the centre and tower. The fall of the mast cut off crucial communication services, the company announced on its Twitter page.

“It’s with great sadness to inform our customers that a VBIED attack destroyed our site in Qaayib, a village in the Galgudud region today. Almost 14,000 people lost access to the company’s services including EVC Plus, the only payment method in the area,” Hormuud stated, referring to its mobile money transfer service.

It said a “a car filled with explosives destroyed the area’s telecom centre, including the telecom masts, leaving the area and its surroundings out of reach”.

Hormuud did not state the costs incurred but said it will rebuild the destroyed infrastructure and restore services.

Somali army and Galmudug State officials confirmed that the militants used a truck bomb, adding that troops defeated the militants who attacked the Qaayib base.

Ahmed Shire Falagle, Galmudug State’s information minister, told the media that Al-Shabaab fighters had lost the Qaayib settlement at the end of September and wanted to retake it.

“Our forces repelled the Monday attackers with heavy casualty,” said Falagle.

Government forces claimed to have killed 20 Al-Shabaab militants.

Since September, the Somali National Army and volunteering vigilantes have been coordinating battles against Al-Shabaab, routing them from villages they had controlled for years in central parts of Somalia. The programme has received public endorsement from President Hassan Sheikh Mohamud, who recently termed Al-Shabaab as a “morally bankrupt” gang of criminals.

Voices from COP27: Martin Griffiths: Resilience has got to be the pitch that we make

As negotiations continue at COP27, UN News speaks to a diversity of experts on the ground, reporting on their perspective on issues at the heart of the climate debate today.

Advocating for people affected by crises is central in humanitarian work. Relief workers have seen first-hand the need for early warning systems to avert the worst impacts of disasters, supporting people suffering losses and damages, and helping communities recover better and build resilience to future crises.

Martin Griffiths, the UN Under-Secretary-General for Humanitarian Affairs, explains the importance of addressing climate change within the humanitarian context.

Question: What are your priorities at COP27?

Martin Griffiths: I was in Somalia not long ago, and it’s facing famine. And it has the highest urbanization rate in the world because the pastoralist lifestyle and livelihood and way of life in Somalia doesn’t work anymore, given the successive failures of the rainy seasons. How much climate finance finds its way into Somalia? It’s almost nothing.

And that’s the story across Africa. So I’ve come here with that very strong pitch on advocacy, and also in support of the Secretary General’s strong pitch for climate justice, and for early warning.

Question: Does the humanitarian need more funding to respond to the worsening impacts of climate change?

Martin Griffiths: I think the humanitarian community should be pitching hard for finance – not only for primary humanitarian activities, but for resilience; for the impact that development funding can do in places like Somalia, Pakistan and the Sahel.

We should be arguing for climate money, not necessarily to go to us and certainly not to go to us first, but to go to others, because if there aren’t those investments in resilience, and alternative livelihoods, you will never see the back of the humanitarian efforts. We’re gonna be there every year.

And if you look at Somalia over the last decade, this is now the third incidence of the threat of famine. There’s almost certainly going to be famine there this year and we’re back where we were. If we don’t want to have another one next year or the year after – resilience has got to be the pitch that we make.

Question: How are humanitarians pushing for early warning systems?

Martin Griffiths: We have in the last couple of years been working very hard on something which is called anticipatory action. It’s essentially acknowledging the fact that for certain kinds of natural disaster – floods, typhoons and so forth – you can, with a certain amount of confidence, predict when they will come. When that disaster strikes, the communities have their options readily in hand, before they have to leave home and walk to the nearest town.

There is enough research which shows that if you invest money in early action, based on sound, scientific early warning, you save a lot of money. And more importantly, perhaps you give agency to the communities that are going to be affected by the disaster that’s coming their way because you give them the choice whether to move or not, whether to sell their animals or not, whether to leave home or not.

You get the money to them early; you get them food stocks if that’s what’s needed – money particularly because these days in humanitarian programmes around the world, cash has become increasingly a dominant feature of how you deliver.

Question: What is your message on loss and damage?

Martin Griffiths: There’s an extraordinary inversion between the people who have created the loss and damage, and the people who are paying for it through their livelihoods and their lives.

The Secretary General has made it very clear that he’s fully in support of loss and damage. Of course, we are too, because we’ve seen where the loss and the damage already exists – and one of the main humanitarian messages on climate is – Don’t wait. It’s happening now. The damage is today. In fact, it was yesterday as well. So getting climate finance quickly to those who not only need it but deserve it is the prime message that we have here.

Minister of Agriculture participates in the World Climate Conference

Sharm-el-Sheikh, The Minister of Agriculture and Irrigation of the Federal Government of Somalia, H.E Ahmed Madobe Nunow (Ahmed Bashi) who was on a business trip in Egypt these days participated in the World Climate Conference held in Sharm-El-Sheikh.

Minister Ahmed Bashi held a fruitful meeting with the Vice President of the World Bank, Mr. Juergen Voegele accompanied by the regional director of sustainable development Mrs. Ayat Suleiman.

Minister Ahmed Baashi also had a meeting with the Vice President of IFAD Mr. Donald Brown and his regional director of IFAD Mrs. Dina Saleh. They discussed the need to fully and deeply re-engage in Somalia’s Agricultural Development.
