UN: Dueling Governments in Libya Could Lead to More Instability

NEW YORK — A senior U.N. official warned Wednesday that the current political standoff in Libya could lead to instability and two parallel governments in the country.

“As long as the standoff over executive legitimacy continues, Libya could again see two parallel administrations,” U.N. political chief Rosemary DiCarlo told the U.N. Security Council. “This could lead to instability and possibly unrest and deal a severe blow to the prospect of elections.”

Libya’s latest political crisis began with the postponement of December 24 presidential and parliamentary elections over disputes about election laws and who could be a presidential candidate. Nearly 3 million Libyans had registered to take part in the vote.

Following the postponement, the House of Representatives adopted a constitutional amendment calling for the appointment by February 24 of a constitutional review committee representing the country’s three regions. The committee still has not been formed.

On March 1, legislators in the House of Representatives voted to confirm a new transitional government, with Fathi Bashagha, a former interior minister, as prime minister. His Cabinet was sworn in two days later.

“The U.N. received reports that the vote was marred by procedural flaws and threats of violence against some members of the chamber and their families,” DiCarlo said. “These shortcomings impacted the credibility of the process.”

DiCarlo said the situation on the ground has remained relatively calm, but there has been an increase in threatening rhetoric and political tensions. Local flights between the capital and eastern Libya are suspended, and some forces in the country’s west have moved toward Tripoli.

“The Government of National Unity leadership has rejected the legitimacy of the vote, stating that they will only transfer power to an elected government,” DiCarlo said of the government headed by incumbent Prime Minister Abdul Hamid Dbeibah. “Mr. Bashagha, meanwhile, insists he is heading the legitimate government.”

U.N. special adviser Stephanie Williams has been talking to stakeholders and trying to find a consensus on the legal and constitutional framework to hold elections as soon as possible. She has also offered to mediate between the rival prime ministers.

Risks of polarization

“The United Nations continues to urge both parties to engage in a constructive dialogue to resolve the political impasse and to refrain from unilateral actions that could result in further divisions,” DiCarlo said.

She said this new phase of political polarization risks dividing national institutions and reversing gains made over the past two years.

“We know from experience what unilateral actions, divided government and an unending transition may hold in store for Libya,” she cautioned. “We remain convinced that credible, transparent and inclusive elections based on a sound constitutional and legal framework are the only solution to the current stalemate.”

Libya’s U.N. envoy agreed the country is at a complex and precarious moment.

“Here we are today going through a very critical phase,” Ambassador Taher El-Sonni said. “We are on a dangerous crossroads with the specter of political and institutional division haunting us again.”

El-Sonni said the focus must be on de-escalation and holding elections as soon as possible. He urged the U.N. to send election support.

El-Sonni said all Libyan stakeholders have pledged not to resort to violence to resolve the current political crisis.

“It is high time to end the cycle of conflict that lasted since 2011,” he said. “It is high time to overcome the painful differences of the past and start together a genuine national compact that will unite us, not divide us, that would make us stronger, not weaker.”

Instability, fighting and foreign interference have proliferated in Libya since the ouster and killing of longtime dictator Moammar Gadhafi in 2011.

UN adopts resolution promoting bicycles to combat climate change

UNITED NATIONS, The 193 members of the United Nations General Assembly adopted a resolution Tuesday supporting bicycles as a tool for combatting climate change.

The resolution, proposed by Turkmenistan, was passed unanimously and like all General Assembly resolutions is non-binding.

It calls on member states to “integrate the bicycle into public transportation, in urban and rural settings in developing and developed countries.”

Increasing cycling through improved road safety and the promotion of bike-riding will help achieve “sustainable development, including the reduction of greenhouse gas emissions,” according to the resolution.

More specifically, the resolution encourages member states to “give special attention to cycling in cross-cutting development strategies, including bicycle sharing services,” as well as when possible in “international, regional, national and subnational development policies and programmes.”

Berrettini beats Harris, Fritz survives Munar at Indian Wells

Indian Wells, Matteo Berrettini saved three set points to defeat South African Lloyd Harris 6-4 7-5 and American Taylor Fritz survived a nearly three-hour battle with Jaume Munar to advance to the Round of 16 at Indian Wells on Tuesday.

The Wimbledon finalist Berrettini won 88% of his first serve points and pounded his 12th ace on match point to seal the win on a sunny day in the Southern California desert, Reuters reports.

The sixth-seeded Italian was forced to retire with injury during a match in Acapulco last month and looked rusty in his second-round clash against 18-year-old qualifier Holger Rune on Sunday.

He was sharper on Tuesday, mixing in deft lobs and drop shots along with his powerful forehand and serve.

The 25-year-old is the first Italian man to make the quarter-finals or better at all four majors and said his success on the sport’s biggest stages has sparked interest in tennis back in his home country.

“When I was a kid, I dreamed of playing tennis, but not at this level. It still makes me feel like, really? It’s me?” he told Tennis Channel.

“In Italy I’m getting more and more support. A lot of people have started watching tennis. So, it’s nice.”

Berrettini will be the favourite when he takes on Serb Miomir Kecmanovic, who defeated Botic van de Zandschulp in straight sets on Tuesday, in the fourth round.

Southern California native Fritz let out a mighty roar after he dealt the knockout blow to end his slugfest with Munar 6-4 2-6 7-6(2) in front of a supportive crowd.

Fritz lived dangerously in the first set, saving seven break points and captured it when the Spaniard double faulted for the first break of serve of the match.

Munar stepped up his serving in the second to force the tight third set, which Fritz won with his 11th ace of the match.

Next up for Fritz in the Round of 16 is Australian Alex de Minaur, who was a 7-6(2) 6-4 winner against American Tommy Paul.

De Minaur holds a 3-1 lead over the Fritz in their previous career meetings.

In other fourth round action, American John Isner enjoyed a stress-free 7-5 6-3 win over 14th seed Diego Schwartzman and will next face either Alexander Bublik or Grigor Dimitrov.

Red-orange Sahara dust coats Spain, makes it hard to breathe

Barcelona, Hot air from the Sahara Desert has swirled over the Mediterranean Sea and coated Spain with red-orange dust, prompting authorities to issue extremely bad air quality warnings for Madrid and a large swath of the country.

The national air quality index listed the capital and large parts of the southeast coast as “extremely unfavorable” — its worst rating.

Spain’s weather service described the dust storm from the Sahara as “extraordinary and very intense,” while adding that it was unclear if it was the worst episode of its kind on record. Spain’s weather service forecast that the dust will continue to accumulate through Wednesday and could reach as far north as the Netherlands and northwestern Germany.

On Tuesday, the dust storm spilled over into neighboring Portugal.

Many Spaniards awoke to find a layer of red-orange dust covering their terraces, streets and cars. The sky in the capital and other cities had a gritty tinge. Visibility in Madrid and cities like Granada and Leon was reduced to 2.5 miles (four kilometers), the weather service said, the Associated Press (AP) reported.

In Málaga, on the southern coast, the dust mixed with rain in the air before coming down.

“It is like it was raining mud,” said Álvaro López, a student at the University of Málaga. “I was in the car this morning and mud was literally falling.”

Emergency authorities in the worst areas recommended that residents use facemasks, which are still widely in use from the pandemic, if they go outside and avoid outdoor exercise.

The wave of hot air has also affected the air quality north of Madrid, as far west as Spain’s Canary Islands in the Atlantic Ocean, where these events are more frequent, and in Spain’s Balearic Islands in the Mediterranean.

The weather service said the mass of hot air from Africa, which was brought in by a storm that delivered some much-needed rain for drought-hit Spain, also pushed temperatures in some areas up to 20 degrees Celsius (68 F).

Rubén del Campo, a spokesman for Spain’s weather service, said while it was unclear if climate change had a direct link to this episode, the expansion of the Sahara Desert over the past century has increased the potential for larger dust storms in Europe.

He also said the increasingly turbulent weather patterns linked to climate change could play a part.

“There are many concerns regarding the impact that climate change is having on the patterns of the frequency and intensity of the storms that favor the arrival of dust to our country,” Del Campo said.
