In 2021, China realized the goal of building a moderately prosperous society in all respects (known as “Xiaokang” in Chinese) and got off to a good start during the 14th Five-Year Plan (FYP) period (2021-2025).

“To ensure that everyone leads a better life, we must never rest on what we have achieved, and there is still a long way to go,” Chinese President Xi Jinping said in his New Year address on Friday.

Following the blueprint

In the first year of the 14th FYP period, China implemented the blueprint with a focus on the people-centered philosophy and prioritized efforts to foster a new development paradigm, strengthen the role of innovation, and advance the green transformation of the social and economic development.

The people-centered philosophy has been the key to China’s remarkable achievements in the past decades and will guide the country toward common prosperity. After eliminating extreme poverty across the country and accomplishing the “Xiaokang” goal, China embarked on a new journey toward socialist modernization and national rejuvenation.

“On the journey ahead, we must rely closely on the people to create history,” Xi, also general secretary of the Communist Party of China (CPC) Central Committee, said in a speech at a gathering marking the centenary of the CPC on July 1. He vowed that the CPC would address the people’s concerns and promote common prosperity for all.

Chinese leaders have stressed the importance of creating and accumulating social wealth on the one hand, and preventing polarization on the other. First, all Chinese people need to work together to make the “cake” bigger and better; then efforts should be made to divide the “cake” well through proper institutional arrangements, according to a statement released after the Central Economic Work Conference in December.

While putting more emphasis on the domestic market, China also reiterated its pledge to open wider and share development opportunities with the world.

Putting innovation at the center of its modernization drive, China made various scientific and technological breakthroughs such as the launch of the crewed spaceship Shenzhou-13, the landing of the Mars probe Tianwen-1 on the red planet, advancement in the chipmaking industry and leaps in quantum computing.

As green development becomes a priority, China repeatedly stressed its pledges to peak carbon emissions by 2030 and achieve carbon neutrality by 2060, and released a series of policies to realize the goals.

In 2021, the country saw an odyssey of Asian elephants that caught global attention, pledged more investment to protect biodiversity, launched wind power and photovoltaic projects in desert areas, and reiterated its commitment to fighting climate change.

Xi’s top concerns in domestic tours

President Xi made 11 inspection tours around China during the past year, leaving his footprints in dozens of places. There were a number of key issues that Xi highlighted at these stops, which reflected some priority areas of the country’s development in the 14th FYP period and beyond.

From the 2022 Winter Olympics venues and remote villages to nature reserves and small companies, his visits demonstrated China’s commitment to advancing ecological progress and pursuing innovative, green and high-quality development.

“People,” “ecology,” “innovation,” “high-quality,” “security,” “culture,” “service,” “education,” “technology” and “rural areas” are among the top words and phrases Xi mentioned during his visits in 2021, according to CGTN analysis.

In each of his visits, Xi showed deep concern towards the people. He went to old revolutionary bases, ethnic minority regions, and places with poor infrastructure, fragile environmental conditions and victims of frequent natural disasters. He visited the poor, talked with local officials, inspected the conditions and reviewed the poverty alleviation work.

When visiting Guizhou Province in southwest China in February, he emphasized the importance of blazing a new path that prioritizes ecological conservation and green development.

He also highlighted protection of biodiversity on the Qinghai-Tibet Plateau and the ecological environment in the Yellow River basin and Saihanba – the once barren land located in north China’s Hebei Province that has turned into one of the world’s largest man-made forests – during his visits to Qinghai, Henan, Shandong and Hebei provinces and the Tibet Autonomous Region.

Amid an increasingly complex external environment, he called for efforts to deepen supply-side structural reform, build a new development paradigm and advance high-quality development on many occasions.

CGTN: Looking forward to 2022, China vows never to rest on what it has achieved, ready for a long way ahead

BEIJING, Dec. 31, 2021 /PRNewswire/ — As China strides toward the second centenary goal of building a great modern socialist country in all respects, 2022 will be another important year.

“To ensure that everyone leads a better life, we must never rest on what we have achieved, and there is still a long way to go,” said Chinese President Xi Jinping on the last day of 2021.

Since the year 2014, Xi has delivered New Year addresses for nine consecutive years, leading the Chinese people to look back at achievements and looking to the journey ahead.

China fulfills responsibility to history

After sending greetings to the Chinese people, the president continued his address with describing the year 2021 as “exceptionally significant”.

“At the historical convergence of the Two Centenary Goals, we have set out on a new journey of building a modern socialist country in all respects and are making confident strides on the path toward the great rejuvenation of the Chinese nation,” he said.

In 2021, China realized the first centenary goal of building a moderately prosperous society in all respect, the Communist Party of China (CPC) celebrated its centenary, and the resolution on major achievements and the historical experience of CPC over the past century was adopted.

He announced on July 1 that China has realized its first centenary goal of building a moderately prosperous society in all respects. Poverty eradication is considered the “bottom-line task” in attaining this milestone development goal.

Realization of a moderately prosperous society in all respects and elimination of extreme poverty is what the CPC has delivered to the Chinese people, and it is also a contribution to the world, Xi said on Friday.

China’s fight against COVID-19 and contribution to the global COVID-19 response is another highlight.

Reviewing phone calls and virtual meetings with foreign leaders and heads of international organizations, he said that only through unity, solidarity and cooperation can countries around the world write a new chapter in building a community with a shared future for mankind.

To date, China has provided two billion doses of COVID-19 vaccines to more than 120 countries and international organizations.

China ready for a long way ahead

“The world is turning its eyes to China, and China is ready,” Xi said when eyeing the coming year.

The Beijing 2022 Olympic Winter Games are about a month away, making Beijing the first city in the world to host both Summer and Winter Olympics.

Noting that realizing the great rejuvenation of the Chinese nation will be no easy task, he stressed the importance of carrying out “bold self-revolution so as to gain the historical initiative”.

The sixth plenary session of the 19th CPC Central Committee held in November reviewed the Party’s endeavors over the past century, setting a guideline for the Party to achieve national rejuvenation by learning from history.

The plenum also decided to convene the 20th CPC National Congress in the second half of 2022, a highly important event of great political significance for both the Party and the country.

Suspect Arrested in Connection with South African Parliament Fire

CAPE TOWN — A fire at the South African parliament caused extensive damage on Sunday, collapsing the roof and gutting an entire floor in one building. A man in his 50s was arrested in connection with the blaze.

The fire broke out in the early morning and authorities said the sprinkler system appeared to have been tampered with and so did not work. By afternoon, firefighters were still trying to contain the blaze in one of the several buildings that make up the parliament complex in the legislative capital, Cape Town.

A person was arrested inside parliament, Public Works and Infrastructure Minister Patricia De Lille told reporters, adding that the case had been handed over to an elite police unit called the Hawks.

“It’s the role of the Hawks to investigate any attack on political institutions,” De Lille said.

There were no reports of any injuries.

The cause of the blaze was not yet known but De Lille said that according to a report that she received, a standard maintenance fire drill had been conducted just before parliament closed for the Christmas and New Year holidays and everything including the sprinklers was working.

“What was discovered this morning is that somebody has closed one of the valves and so then there was no water to trigger that automatic sprinkler system coming on,” De Lille said, adding that CCTV footage confirmed that somebody was in the building from the early hours of the morning.

President Cyril Ramaphosa told reporters after visiting the site that parliament’s work would continue despite the blaze. He also praised firefighters for saving a “very important national asset of our government.”

Partly contained

The parliamentary complex, some of which dates back to 1884, consists of a cluster of buildings. The National Assembly, or lower House of Parliament, is situated in what is known as the New Wing.

The upper house, or National Council of Provinces (NCOP), is located in what is called the Old Wing or Old Assembly, which is also used for committee meetings.

“The fire has been contained in the Old Wing. Firefighters are currently trying to control the fire in the New Wing, where the fire has affected the National Assembly Chamber,” parliament said in a statement.

Jean-Pierre Smith, a Cape Town mayoral committee member responsible for safety and security, said the roof of the old building had collapsed, and added the fire had gutted the third floor of the building, including office space and the gymnasium.

He also told reporters that the parliament’s fire alarm only rang when firefighters were already on site.

By afternoon smoke had partially subsided after billowing for hours from the roof and entrance of the National Assembly. But City of Cape Town fire services chief Jermaine Carelse said the fire was still active, and was now concentrated on the first and third floor.

The fire, which started just before 6 a.m., was the second at the parliament in less than a year. In March there was a blaze caused by an electrical fault.

“It is egregious that such a thing happened in the first place, there must be no question about it. Whether it was a result of security breaches, which may be apparent to some people, we don’t know,” Deputy Speaker of the National Assembly Lechesa Tsenoli said.

National Assembly Speaker Nosiviwe Mapisa-Nqakula told reporters that Ramaphosa’s state of the nation address to a joint session of parliament would go ahead as planned on Feb.10 but an alternative venue would have to be used.

New Year Brings More Canceled Flights for Air Travelers

For air travelers, the new year picked up where the old one left off—with lots of frustration.

By late Saturday afternoon on the East Coast, more than 2,600 U.S. flights and nearly 4,600 worldwide had been canceled, according to tracking service FlightAware.

That is the highest single-day U.S. toll yet since just before Christmas, when airlines began blaming staffing shortages on increasing COVID-19 infections among crews. More than 12,000 U.S. flights have been canceled since December 24.

Saturday’s disruptions weren’t just due to the virus, however. Wintry weather made Chicago—where forecasts called for 9 inches (23 centimeters) of snow—the worst place in the country for travelers. More than 800 flights were scrubbed at O’Hare Airport and more than 250 at Midway Airport.

Southwest Airlines suspended operations at both Chicago airports because of the forecast, according to an airline spokeswoman. She said Southwest knows from years of operating at Midway that high winds and blowing snow make it hard to get planes back in the air quickly.

Southwest canceled more than 450 flights nationwide, or 13% of its schedule. American Airlines and Delta Air Lines scrubbed more than 200 flights each, and United Airlines canceled more than 150.

SkyWest, a regional carrier that operates flights under the names American Eagle, Delta Connection and United Express, grounded 480 flights, one-fourth of its schedule. A spokesperson blamed weather in Chicago, Denver and Detroit and COVID-19 illnesses.

Among international carriers, China Eastern scrubbed more than 500 flights, or about one-fourth of its total, and Air China canceled more than 200 flights, one-fifth of its schedule, according to FlightAware.

Sunday, when many travelers plan to return home from holiday trips, is shaping up to be difficult, too. More than 1,900 flights, including more than 1,000 in the U.S., had been canceled by late Saturday. A winter storm with heavy snow is expected to march toward the Northeast as a new storm hits the Pacific Northwest, according to the National Weather Service.

Airlines say they are taking steps to reduce cancellations. United is offering to pay pilots triple or more of their usual wages for picking up open flights through most of January. Spirit Airlines reached a deal with the Association of Flight Attendants for double pay for cabin crews through Tuesday, said a union spokeswoman.

When winter weather hit the Pacific Northwest earlier this week, Alaska Airlines urged customers to delay any “non-essential” trips that were planned through this weekend. With full flights over the New Year’s holiday, the airline said it wasn’t sure it could rebook stranded passengers for at least three days.

Airlines hope that extra pay and reduced schedules get them through the holiday crush and into the heart of January, when travel demand usually drops off. The seasonal decline could be sharper than normal this year because most business travelers are still grounded.

Travelers who stuck to the roads instead of the skies faced challenges, too. Transportation officials in the Midwest warned motorists that a mix of rain and snow could make roads slippery and reduce visibility, leading to hazardous driving conditions.

US Takes Ethiopia, Mali, Guinea Off Africa Duty-free Trade Program

WASHINGTON — The United States on Saturday cut Ethiopia, Mali and Guinea from access to a duty-free trade program, following through on President Joe Biden’s threat to do so over accusations of human rights violations and recent coups.

“The United States today terminated Ethiopia, Mali and Guinea from the AGOA trade preference program due to actions taken by each of their governments in violation of the AGOA Statute,” the U.S. Trade Representative’s office said in a statement.

Biden said in November that Ethiopia would be cut off from the duty-free trading regime provided under the U.S. African Growth and Opportunity Act (AGOA) because of alleged human rights violations in the Tigray region, while Mali and Guinea were targeted because of recent coups.

The suspension of benefits threatens Ethiopia’s textile industry, which supplies global fashion brands, and the country’s nascent hopes of becoming a light manufacturing hub. It also piles more pressure on an economy reeling from the conflict, the coronavirus pandemic, and high inflation.

“The Biden-Harris administration is deeply concerned by the unconstitutional change in governments in both Guinea and Mali, and by the gross violations of internationally recognized human rights being perpetrated by the government of Ethiopia and other parties amid the widening conflict in northern Ethiopia,” the trade office statement said.

The AGOA trade legislation provides sub-Saharan African nations with duty-free access to the United States if they meet certain eligibility requirements, such as eliminating barriers to U.S. trade and investment and making progress toward political pluralism.

“Each country has clear benchmarks for a pathway toward reinstatement and the administration will work with their governments to achieve that objective,” it added.

The Washington embassies of the three African countries did not immediately respond to requests for comment.

Ethiopia’s Trade Ministry said in November it was “extremely disappointed” by Washington’s announcement, saying the move would reverse economic gains and unfairly impact and harm women and children.

Israel to Offer 4th COVID Vaccine Shot to People Over 60, Medics

JERUSALEM — Prime Minister Naftali Bennett said on Sunday that Israel would offer a fourth dose of COVID-19 vaccine to people over 60 and to medical staff as it faces a surge in omicron variant infections.

Israel last week approved a fourth dose of the vaccine developed by Pfizer and BioNTech, a second booster, for people who are immune-compromised and the elderly living in care homes.

“We now have a new layer of defense,” Bennett said in a televised news conference, adding that Israel’s top government medical official, whose approval is needed to expand the booster campaign, had signed off on the latest move.

“Israel will once again be pioneering the global vaccination effort,” Bennett said.

Earlier, the Health Ministry’s Director-General Nachman Ash said Israel could reach herd immunity as omicron infections mounted and Merck & Co’s molnupiravir anti-viral pill was approved for use in COVID-19 patients over 18.

Herd immunity is the point at which a population is protected from a virus, either through vaccination or by people having developed antibodies by contracting the disease.

The highly transmissible omicron variant has caused a wave of coronavirus cases, with worldwide infections hitting a record high, with an average of just over one million cases detected each day between Dec. 24 and 30, Reuters data showed.

Deaths, however, have not risen to the same degree, raising hopes that the new variant is less lethal, a view Bennett also echoed in describing the second booster as largely a bid to prevent serious illness among the elderly.

Daily cases in Israel are expected to reach record highs in the coming three weeks. Bennett said that up to 50,000 people might soon be infected each day, while eligibility for testing could be tightened to help relieve long lines at testing stations.

“The (infection) numbers will have to be very high in order to reach herd immunity,” Ash told 103 FM Radio earlier. “This is possible but we don’t want to reach it by means of infections, we want it to happen as a result of many people vaccinating.”

The head of the health ministry’s coronavirus task force, Salman Zarka, said herd immunity was far from guaranteed, because experience over the past two years showed that some COVID-19 patients who recovered were later reinfected.

Israel’s health ministry says around 60% of its 9.4 million population are fully vaccinated, almost all with the Pfizer-BioNTech vaccine, which means they have either received three doses or have recently had their second.

But hundreds of thousands of those eligible for a third inoculation have so far not taken it.

Over the past 10 days, daily infections have more than quadrupled. Severe cases have also climbed, but at a far lower rate, rising from about 80 to around 100.
