 أوضح الرئيس شي في مناسبات عديدة اهتمامه بالرياضة حيث أنه من عشاق الرياضة، وتولى زمام القيادة في الجهود المبذولة لتحويل البلاد إلى قوة رياضية، وهو هدف وصفه بأنه جزء من الحلم الصيني لتجديد الشباب الوطني.

 وعد رسمي من الصين

“بكين”! قُرأ اسم المدينة للمرة الثانية تاريخيًا لتكون المدينة المضيفة لدورة الألعاب الأوليمبية في 31 يوليو 2015، وبذلك تكون المدينة الصينية أول مدينة في العالم تستضيف دورة الألعاب الأولمبية الشتوية والصيفية.

 يقوم الرئيس شي بدورًا رئيسًا وهو تقديم العطاءات للاستعداد لدورة الألعاب الأولمبية الشتوية.

 وقبل ساعات من إدلاء اللجنة الأولمبية الدولية بأصواتهم، ألقى شي خطابه على شاشات التليفزيون قائلًا “إذا عُقِدت دورة الألعاب الأولمبية 2022 في الصين، ستعزز التفاهم المشترك والمتبادل بين الصينين وحضارات العالم الأخرى، وستشجع أكثر من 1.3 مليار للمشاركة في الرياضيات الشتوية باهتمام وشغف، وستمنحهم فرصة أخرى للمساعدة على النهوض بالحركة الأولمبية وتعزيز الروح الأولمبية”.

وقد عاين الرئيس الصيني عدّة مرات استعدادات دورة الألعاب الأولمبية والبارالمبية الشتوية 2022 في بكين وتشانغجياكو في مقاطعة هيبي الشمالية، وأكد مجددًا على أهمية تقديم دورة ألعاب أولمبية “رائعة واستثنائية ومتميزة” في 2022 باتباع النهج “الأخضر والشامل والمنفتح والسليم”.

 تفي الصين بوعودها بتقديم العطاءات من إلهام جيل كامل من هواة الرياضات الشتوية لإقامة ألعاب مواتية للبيئة ومستدامة.

التنمية المستدامة

أصدرت بكين 2022 في العام الماضي خطة الاستدامة الخاصة بها مسترشدة برؤية شي، حيث أنها تنظر إلى الاستدامة على ثلاث جبهات: التأثير البيئي الإيجابي، والتنمية الجديدة للمنطقة، وحياة أفضل للناس.

 وستكون ألعاب 2022 هي الأولى في تاريخ الألعاب الأولمبية التي تعتمد تكنولوجيا التبريد المباشر الحرجة بواسطة ثاني أكسيد الكربون لصنع الجليد، وتوفير أكثر من 40 في المئة من الطاقة المستهلكة باستخدام الطريقة التقليدية.

إنها مجرد واحدة من 119 إجراء محدد، في إطار 12 عمل محدد في خطة الاستدامة.

 قال شي أثناء جولته التفقدية ستكون الألعاب الأولمبية الشتوية في عام 2022 بمثابة قوة دافعة للتنمية المنسقة في بكين، وتيانجين، ومقاطعة هيبي.

ويتماشى هذا الوعد مع الأجندة الأولمبية للجنة الأولمبية الدولية لعام 2020، والذي يهدف إلى جعل الألعاب الأولمبية تتناسب مع خطة التنمية الطويلة الأجل للمدينة والمنطقة.

 وكانت تشونجلي في يوم ما مقاطعة فقيرة للغاية في تشانغجياكو وكانت ذات دخل زراعي محدود. وفي عام 2015، صُنف 16.8 في المائة من 100,000 مواطن في هذه المقاطعة على أنهم الذين يعيشون تحت خط الفقر الوطني في الصين.

 ستنظم هذه المدينة الجبلية مسابقات الألعاب الأولمبية الشتوية 2022 التي تجرى على الجليد، وتحولت هذه المدينة إلى جنة المتزلجين. اختارت صحيفة نيويورك تايمز في عام 2019 تشونجلي واحدة من 52 وجهة تزلج تستحق الزيارة.

 وفي مايو 2019، اُنتشلت المقاطعة رسميًا من وهدة الفقر. ويعمل 30,000 تقريبًا من 126,000 من سكان تشونجلي في منتجعات التزلج أو الشركات والمنظمات ذات الصلة.

 صرح المدير التنفيذي للألعاب الأولمبية كريستوف دوبي “تشكل هذه الألعاب أصولًا هائلة لتسريع بعض التطورات الطويلة الأجل. وهذا ما تم عمله في بكين 2022، ولقد تعلمنا الكثير.”

 بناء قوة رياضية

 وحث شي الدولة على اتخاذ الاستعداد للألعاب الأولمبية الشتوية في بكين فرصة لتعزيز تعميم وتطوير رياضة الجليد والثلوج. وتتحول الرؤية الآن إلى واقع.

 كانت تعتبر الرياضات الشتوية في الصين في وقت من الأوقات هواية أجنبية ومكلفة، ولكن بفضل حملة شي لإشراك 300 مليون شخص في الألعاب الرياضية الشتوية بحلول عام 2025، أُخِذ عدد متزايد من الناس إلى ساحات الجليد ومنحدرات التزلج.

 كان هناك 460 منتجع للتزلج فقط في الصين منذ خمس سنوات. ولجعل التزلج أكثر سهولة للجمهور، عجَّلت الدولة ببناء المنشئات وبحلول نهاية عام 2019 قفز الرقم إلى 770.

 وأدرجت حوالي 2,000 مدرسة ابتدائية وثانوية في جميع أنحاء البلد الألعاب الرياضية الشتوية في مناهجها الدراسية بحلول نهاية عام 2020.

Investing in Fixed Network Infrastructure to Boost Regional Digital Economy

Ba, CEO of the SAMENA Telecommunications Council, delivered a keynote speech titled "Investing in Fixed Network Infrastructure to Promote the Development of Regional Digital Economy."

Bocar explained his belief that the power of broadband needs to be fully leveraged in order to accelerate economic recovery, create new opportunities, and promote the digital economy, viewing the Internet as “the lifeblood of digital economy.” He also emphasized that advanced ICT infrastructures, including elastic networks, innovated mobile broadband, innovated fixed broadband, cloud communications, artificial intelligence, and new Internet protocols, are key to providing high-quality and enhanced network connectivity.

To meet the future requirements of billions of connections, Bocar stressed the need for an intelligent world “built on enhanced connectivity”. This intelligent world requires “bigger pipes and the right protocol, specifically, the right Internet Protocol”, to support “human-to-human, human-to-machine, and machine-to-machine digital life”. And in order to achieve enhanced connectivity, IP addresses are needed. Only IPv6 can solve “the IP address shortage issue forever.” Evolution to IPv6+ and enhancing connectivity help “our society to thrive in the digitally-driven future.”

Bocar also said that an intelligent world starts with ultra-broadband. “By ‘ultra’, we don’t just mean ultra-low latency, ultra-high bandwidth and data transmission rates, and massive connections. In fact, we are referring to the enablement of 5G transport, Internet of Things, data center interconnects, enterprise cloud applications, rendition of virtual-reality content through fast and stable transport networks.” Moreover, he highlighted the need to invest in broadband networks. Promoting the construction of fixed network infrastructure and providing effective digital services will be key to ensuring that everyone “can afford broadband connectivity and quality-of-service.”

However, due to the digital divide, this goal is still far from being achieved. Bocar believes that the digital divide is split into three categories:

  1. Divide between developed nations and developing nations.
  2. Divide between affluent communities within a country versus poor communities/households.
  3. Divide between population segments.

To bridge the digital divide, a reliable ICT infrastructure that supports the “data demands of both people and machines” needs to be built. As more and more people and things go online, continuous investment in communications networks is required to ensure fast connections and data transmission between people, between people and things, and between things and things.

In light of this, fiber and IPv6 must be used in the construction of fixed network infrastructure. Bocar emphasized the need to physically bring fiber closer to end users. In addition, IPv6+needs to be deployed on each end user device, IoT, or cloud service. This will not only provide a massive address space, but also improve the digital experience quality of all services.

In wrapping up his keynote, Bocar called for faster deployment of fibers and transition to IPv6 and IPv6+ in order to achieve the goal of extending connectivity and driving growth.
