China’s sci-tech development to focus more on self-reliance

Polls Open in Somaliland’s Local and Parliamentary Elections

WASHINGTON/HARGEISA – Polling stations have opened in the self-proclaimed republic of Somaliland as voters go to the polls to elect their parliamentary and local representatives.

Long queues were reported in the early hours of Monday in the capital Hargeisa. Some of the voters have been queuing up to two hours prior to the opening of polling stations at 7:00 a.m. local time.

The President of Somaliland Muse Bihi Abdi told VOA Somali that the election should be conducted in a peaceful manner.

“If one has a dispute when the election passes, the argument should be calm and civil,” he said. “You should not undermine the interest of the nation. Complain peacefully, the court is open.”

More than 1 million people have registered to vote, a record in Somaliland. The previous presidential election in November 2017 recorded just over 700,000 registered voters, according to government figures.

Somaliland held six popular elections, and three presidential elections since 2003. But this will be only the second time that Somaliland holds parliamentary elections. The current members of parliament were elected in 2005, but quotas, allocation of seats, prioritizing presidential, electoral laws have delayed parliamentary elections multiple times, observers say.

Among those voting today is a 17-year-old first time voter Amira Ahmed. “This will be the first time I get to participate in Somaliland national elections,” she told VOA. “I’m very happy.”

Another voter, Mustafe Mohamed Abdullahi, said he received a text message from the election commission the day before, reminding him where he has registered to vote.

“They told me that I got my ballot in Badda As [a neighborhood in Hargeisa]. They said I should cast my vote there as a citizen. So, I’m ready,” he said.

In the parliament, there are 246 candidates from the three registered political parties vying for the 82- seat House of Representatives.

Rights activists say 13 female candidates are participating in the parliamentary elections alone in a broader effort to increase women’s representation. There is just one female lawmaker in the current parliament.

Civil rights activist and former Somaliland representative to the United Kingdom Ayan Mahamoud has been advocating for the candidates from the marginalized minority Gaboye communities, and women. According to a report published by the Minority Rights Group International, an advocacy group focusing on global minority rights, the Gaboye “have traditionally been considered distinct and lower-caste groups.”

“The two most pressing issues are rights of minority groups such as Gaboye communities and women,” she told VOA.

“There’s one Somaliland woman representative now, but fortunately we have 13 standing. If they are voted in at least, we will have 10 %.”

The Gaboye community has no representation in current parliament, Mahamoud says. She has been urging voters to correct that record.

“It’s only fair and just to break with the horrible past and stigmatization of our Gaboye communities,” she said.

“Democracy is about equality and fairness and not only about the will of the majority.”

The Somaliland National Electoral Commission increased the number of polling stations to 2,709 from 1,642 in 2017 due to the expected higher turnout.

The increase in the number of registered voters have been attributed to the participation of youth in the election. This is also the first time in Somaliland that two elections — parliament and local councilors — take place at the same time.

The voting also coincides with two historic milestones in Somaliland. It was 20 years ago Monday when Somaliland adopted the constitution that enshrines the multiparty democratic system. Also, this month, Somaliland commemorated 30 years since declaring secession from the rest of Somalia.

Despite holding democratic elections, Somaliland failed to gain international recognition as an independent state. But this did not stop the presence of international observers. There are 103 international election observers who have arrived to witnesses the election proceedings, President Abdi said. They include observers from Europe and Africa, among them the former President of Sierra Leone Ernest Bai Koroma.

Hundreds of households in Jowhar receive assistance following recent floods

Jowhar, Hundreds of internally displaced persons (IDPs) living in Jowhar in the Middle Shabelle region of Somalia, have received relief items including food and non-food items to help them in the aftermath of heavy rains that washed away homes and destroyed crops and livestock.

In the recent weeks, persistent heavy rains also flooded River Shabelle, leaving hundreds of people stranded in areas prone to water-borne diseases and mosquitoes.

Maow Addow, Community-Based Liaison Officer for the African Union Mission in Somalia (AMISOM), said that the mission made the donation to ease the hardships of the people living in the IDPs which are in AMISOM’s Areas of Responsibility.

“We handed over relief items including both food and non-food items – rice, vegetable oil, sugar, blankets, plastic sheets, mosquito nets, and buckets. These items have been distributed to over 900 families living in the areas most affected by the recent flooding in the AMISOM Area of Responsibility,” he said.

Sourced by AMISOM, the funds for the purchase of the donated items came from the government of India.

Speaking at a ceremony to handover the items, the Governor of the Middle Shabelle Region, Ahmed Meyre Makaran, thanked AMISOM for the support and said the donation would go a long way to address an immediate humanitarian emergency at a time the people are still dealing with the effects of multiple humanitarian shocks, including the aftermath of a severe locust infestation from 2020 which destroyed their crops and created food insecurity.

“We are grateful to AMISOM for this donation which will go a long way to ease the hardships of the displaced people. As leaders of this region, we are committed to reaching out to all the people currently affected with whatever help we can bring them,” said Makaran.

“We have successfully distributed relief items in BareyVillage. AMISOM’s support has been timely,” he emphasised.

A village elder in Barey, Hassan Yussuf Abukar, said since the flooding, hundreds of families in the village have been without food and shelter, and the donation was the first significant humanitarian aid they needed.

“I am grateful I received blankets, mosquito nets, buckets, rice, oil, and other items. This is the first major aid that has reached us, and we are thankful,” he said.

Joining Governor Makaran to distribute the items were the Deputy Governor in Charge of Politics and Administration, Mohamed Abdi Sheikh; the Jowhar District Commissioner, Osman Mohamed Mukhtar, and the Chairperson of Middle Shabelle Women’s Organization, Madina Addow Olow.

International Finance Forum Releases IFF China Report 2021

BEIJING, May 30, 2021 /PRNewswire/ — International Finance Forum (IFF) announced the release of IFF China Report 2021 (the “Report”) outlining important China’s policy initiatives and the global cooperation opportunities in the context of COVID-19 and beyond. 30,000 copies of the report have been issued to over 170 countries and territories.

The Report includes 31 contributions from world’s leaders, premier policymakers and financiers on global topics under the five themes: global economic growth in a post-pandemic era, the Belt-and-Road Initiative (BRI), green finance, global capital markets and fintech.

COVID-19 has caused significant disruption to the world economy. However, the ecological implication of the pandemic is as consequential as the economic one, as the public health emergency is symptomatic of a deeper economic problem that undergirds it. To tackle the issue, a shift of focus to “new green infrastructure” is the key, notes Han Seungsoo, Co-Chairman of IFF, Silk Road International Association (SRIA) Chairman.

“The mission of the SRIA must be realigned to mobilise the investment necessary to cope with the ‘new normal’ after COVID-19. Producing solar and wind power on a large scale across the wasteland along BRI route would help generate clean power for the East, which should be a priority for the SRIA,” he writes in the Report.

Underscoring the key measure for a rapid global economic rebound in the post-COVID era, Jim Yong Kim, the 12th president of the World Bank, says in the Report that infrastructure investment should be “one of the priorities in helping developing countries recover more quickly from the pandemic”. Marcos Toyjo, president of the New Development Bank, notes that “new infrastructure must answer the demands of the fourth industrial revolution.”

The Report also highlights the role of BRI in fostering sustainability in terms of global development through the Silk Road Fund and the joint efforts of member countries in promoting green transition. To accelerate the green transition, the Report calls on the BRI countries for setting up carbon-neutrality targets in line with global sustainability goals and enforcing environmental protection legislation.
